how to publish a repo for crew to pull from ?

Hi,
I plan on adding a patch to Mercurial. I know there is the possibility to
email patches to the crew members. But I vaguely remember having read
somewhere about publishing a repo for crew to pull patches from. Can anybody
give me (or point me to) a how-to on that second one please ? Or is
email-with-patch the prefered way after all ?
