[issue1499] hgwebdir doesn't work with deep hierarchies on windows

Running as CGI from Apache 2.2 on WinXP. Hg 1.1.1. (No Win32-installer for 1.1.2
yet)

The main view works, but creates urls with backslashes, which it doesn't like
when fed with them.

Fixing the backslashes by editing the URL to a repo manually yields a new
traceback. (Attached)
