[issue1503] hg commit --addremove does not work same as hg addremove

hg addremove takes an opition --similarity which allows me to track moved files. 
hg commit takes an option --addremove but i can't pass in similarity. 

I want to simply do hg commit and set --addremove --similarity 50 in my .hgrc so 
that I don't have to worry about missed/moved files.
