improved loading time of hg annotate for Paper

The release number on my blog post has nothing to do with the Mercurial
Project. I'm a student at a College in Canada and we have a course in open
source development. I've been working on Mozilla's hgweb theme,
gitweb_mozilla and had put out a fix for their hg annotate. Dirkjan
Ochtman asked
me to put out a similar fix for the paper theme. That release number is just
a reference to all my releases for that course.
