We need binary builds for Windows and Mac (and everything else)

I was able to augment the TortoiseHg build setup[1] such that it could also
generate binary installers for hg and hg-stable. It's a tad manual at the
moment, but could be automated pretty simply. The resulting installer is
approximately the same size as previous standalone Mercurial installers,
so I think I've kept the package clean.
I've uploaded my first attempt to the same location we've been hosting
our nightly builds:
