1.2 Code freeze and win32 test build

For now we have a test build for Windows from Steve Borho at

http://tortoisehg-nightly.googlecode.com/files/Mercurial-e48cc2315fe6.exe

Please test Mercurial on your platform and report any install trouble or
regressions from 1.1.x behavior. Target release date is now March 4th.

Also note that the stable repository will follow tip from now until
release.

This marks the beginning of the one-week code freeze: regression bug
fixes, doc fixes and translation fixes only. Exceptions will be made on
a case-by-case bases for noteworthy bugs.

People responsible for packaging for distros are strongly encouraged to
post some test builds as well.
