[issue1475] templates path not set in hgweb.config

If you set style = gitweb, or another built-in style, the main repos list page
will get that style, because gitweb is found in the default templates path. But,
if you make your own style and put it somewhere else, and need to set templates
= path-to-my-styles, you can't, because the templates setting isn't read by
hgwebdir.cgi from hgweb.config. (generally, having multiple places to set the
main default [web] directives is the prob, as per irc discussion).
