i18n: Starting Chinese Translation of Mercurial

Hi all,

We[1] are starting Chinese Translation of Mercurial, use google
project hosting[2].

The translation still has some rough edges, and we are still working on
it, but any help (join us, spelling, wrong translations, etc.) is really
appreciated.
