[PATCH 0 of 3] New set of win32 installer enchancements

Hi,
you will find 3 new patches to enhance the win32 installer.
The first one bundles python2?.dll file if not integrated in library.zip file.
The second one bundles the new translation files in the installer. Now all directories are lowercase so as not to have half of them begining with an uppercase letter and not the second half.
The third one adds links to other documentation files in the Start Menu folder.
