[issue1490] init doesn't honor -R path/to/repository

I just tried initiating a repository with -R

$ hg -R path/to/repo init

but Mercurial initiated a repo in my current dir instead of the given path. 

Reason for wanting to do this: 

$ hg -R /mnt/frost init
$ hg -R /mnt/frost pull source

I turned a whole disk into a repository for revision controlled backups.
