[issue1721] qrefresh commands does not warns about unexistent files

When using mq qrefresh command to refresh some files, if one of the files does
not exists there's no error about it:

hg init testmq
cd testmq
hg qinit -c
hg qnew test-patch
echo "hi" > test.txt
hg add test.txt
hg qrefresh random.txt
hg st
A test.txt

Should the "qrefresh random.txt" raise an error?
