[issue1722] hg convert svn repo https:// failed with handshare error

Affected hg version: 1.3

I tried to convert an svn repo that uses SSL and got "sslv3 alert handshare
failure" (refer to attachment convert.log). The cert is self-signed.

I can run the conversion if I switch to v1.2.1.
