[issue1726] Fetch command seems bugged in 1.3

Hi,

I recently switch to Hg 1.3 and I noticed that the fetch commmand do not behave 
like before. When I pull with a fetch option:
- First the whole repository is updated instead of only the concerned files 
(which takes a long time for nothing).
- Then just after I can not do a push to the repo that I just pulled (saying 
that it will create multiple head, which is obviously not true, since I did a 
fetch which means update-merge-commit). I must do a dummy commit before being 
able to push again.
