[PATCH] gendoc: fall back to pure modules if C extensions are not available (issue1711)

I decided that it's fair enough that external commands like this use the
pure modules -- after all, that's partly why they're there. It's in
crew-stable as revision 335f749cc369. Thanks for testing!
