[issue1769] cloning to remote does not respect paths in hgrc

when cloning to a remote repo (uninitialized in my case), the paths in hgrc
are not honored.

I put remote1 = ssh://myserver//srv/repo and tried `hg cl . remote1` but
instead of cloning to remote1 it cloned to a local directory ./remote1
