[issue1691] race condition saving bookmarks, causing bookmarks to fall behind

I ran into this a few times before figuring out what was going on. Attached is a
simplified reproduction. Note in particular that the output of the last "hg
book" command is wrong -- it should be the same as the preceding "hg id".
