Well first you have to find the doc telling you where and what the  
text file is (or more commonly where you're supposed to create it in  
the first place, or even that there's a text file in the first place)  
and then you have to read, understand and use the "well-known  
configuration format" whereas if you have a basic CLI in front of that  
you might not have all the power of the raw config file, but most of  
the time you won't have to learn much (if anything).

And new command and its quirks? A series of basic questions you answer  
isn't really quirky, and is pretty common.
