[issue1704] bundle finds wrong number of revisions (compared to outgoing)

Under certain circumstances (possibly involving a merge with multiple heads
descendant from the merge changeset), 'hg bundle' bundles more changesets than
it should.

Attaching a fairly simple reproduction script.  There might still be room to
trim the test repository there.  But this is a good starting point for a new
test or for something to add to an existing test (as you wish).
