[issue1535] hgwebdir should respect order in [paths]

My hgweb.config look like this:

[paths]
/core = /data/hg/core
/web = /data/hg/web
/sandbox = /data/hg/sandbox
/thirdparty/ = /data/hg/thirdparty/*
/scratch/ = /data/hg/scratch/*

But the web-repo is listed last as hgwebdir sorts alphabetically _after_
scanning everything.

It would be great if the order was respected (via a flag or by default) so that
the list could be order after 'importance' by an admin (i.e. me).
