[issue1536] hg version is unknown unless mercurial cloned from source

Hg 1.2 gets its version number by running "hg id -it" on the build directory. If
the 1.2 release tar is downloaded, instead of cloning from the hg-stable, hg
version will return "unknown version". This seems less than ideal.
