[issue1560] descriptions for branches and tags

It would be nice if I could add descriptions to branches and tags. 

Usecase: I create a new branch and some other developers wants to know "What's
the purpose of that branch?"

The branch name can help with that, but if the purpose is "I integrate the
snapshot of version 2.3.0 from dev1 into our documentation project and add all
necessary markup by hand", the branch name can get rather long - and might be
misunderstood easily.
