I don't like the behaviour of your patch, because it synthesizes information
that wasn't there in the first place, and in such a way that you'll get
different results based on the location and potentially the season in which
you run a command, even though the source data won't have changed in
between. If you added an option such as convert.svn.timezone=+0400, and left
the default behaviour as is, that would be much preferable.
