[issue1670] "unknown" version from builds downloaded from hg-stable archives

System: WinXP SP3 and Vista Home Premium w/Python 2.6.2

As of 4c030ada58d2 from http://selenic.com/repo/index.cgi/hg-stable/,
downloading and building from the .bz2 archive leads to an "unknown" version.  I
believe this is due to setup.py assuming that the ".hg" peer directory needs to
exist in order to create the "mercurial/__version__.py" file.

Initial investigation showed that currently all of the downloadable archives
from hg-stable include a ".hg_archival.txt" file containing a "node:" entry
value that appears to include the Mercurial version value.
