I guess you didn't see my IRC messages. This doesn't look good as is,
because it has completely different (wlock-based) semantics when
compared to the existing preupdate/update hooks (update
command-based).

I don't know if it really makes sense to expose this sort of thing as
a hook. It's basically a wlock-released hook, and that's not precisely
a 'public' concept.
