[issue1683] Path name handling bug ?

Dear Sir,
When I create a repository in path name contains some mbcs words.Those words
will cause path handling error.I've tried two words will cause this error as below.
In the first case,"清" was treated as "烯".
the second case,"特" was treated as "盎".

D:\temp\清單>hg init

D:\temp\清單>hg commit
abort: The system cannot find the path specified: d:\temp\烯單/*.*

D:\temp\特殊>hg init

D:\temp\特殊>hg commit
abort: The system cannot find the path specified: d:\temp\盎殊/*.*
