[issue1899] egg entry point to serve hgwebdir via paste

it would be nice if hgwebdir could be served up via paste ini.file If it was
possible, then all kinds of neat application possibilities would be
available. hgwebdir could exist as a child url off the root of some other
application, and they could share the same authentication, styles etc...

Anyway, I implemented this proof of concept. and it works, and i was able to
configure things to use repoze.who for authentication which is setup consult
a user model library I built a while back. So this seems like an easy win.
