There is no contradiction here. Mercurial currently *is* GPLv2.
The email asks for permission to switch to GPLv2+.

I was surprised about the email as well.
I wasn't even sure if the email is authentic.
After having checked the email headers inserted by my internet
provider and reading the text of the email twice, I decided that
it probably is authentic and sent my agreement to switch the license
from "GPLv2 only" to "GPLv2 and any later" back.
I think if it helps that we can continue to use the SVN conversion
code then I'm all for it.
But it would have been nice to see an explanation or at least
an announcement on the list.
