[issue1891] hgweb collections only uses the last specified path

If more than one collection is specified in the [paths] section of the
hgweb.config file, only the last is used.

[paths]
/ = path/to/collection/one/**
/ = path/to/collection/two/**

only repositories under /two/ are shown.
