GPLv2+ relicensing status update

We've now got positive relicensing acknowledgements from 97% of
Mercurial 297 contributors. Of the remaining 9 people, two are deceased
(Rocco Rutte and Niimi Satoshi), two are still chatting with lawyers,
and five we've been unable to reach:

Georg W Koltermann, Germany (last seen Sep 3 2009)
Justin Peng, ? (last seen Apr 7 2009)
Vincent Wagelaar, Netherlands (last seen Dec 18 2007)
Marcos Chaves, Brazil? (last seen Jan 5 2007)
K Thananchayan, Singapore? (last seen Apr 23 2006)
