[issue1821] http_proxy - allow patterns in proxy exceptions

Please allow something like in hgrc:

[http_proxy]
host = proxy:8000
no = *.domain.org

or

no = .domain.org

like firefox. Make hg accept no_proxy environment variable would also be nice.
