Should we include rst2man?

I'm sorry, but we're not talking about including Docutils, which is a
large package. The goal was simply to avoid requiring an unreleased
version of Docutils.

That is why we now include the manpage writer ourselves. The writer is
self-contained, but depends on the rest of Docutils to work:
