The linked page says: "Currently, rules are only supported in
$BZR_HOME/.bazaar/rules (or %BZR_HOME%/bazaar/2.0/rules on Windows).
Branch specific rules will be supported in a future verison of Bazaar."

I think $BZR_HOME means $HOME (typically), so this puts it in the same
category as win32text which you must also configure yourself in ~/.hgrc.

It would be great if we could benifit from each others experiences here.
I've not yet looked into the threads on the Bazaar mailing list, but I
think we should do that to avoid making the same mistakes twice.
