In defense of qnext and qtop

That's what I mean: Mercurial does not install a global config file
but offers e.g. contrib/mergetools.hgrc and contrib/sample.hgrc for
package maintainers to create their global configuration from.

Meanwhile mpm has restored the lost commands.
