If you are referring to shrink-revlog.py (formerly known as
shrink-manifest.py) posted by me, then it should work with 1.3.1.
That is the same algorithm as posted about a year ago by Benoit, but
with a nicer UI.

I'll resend the patch.  We can argue until the cows come home about
increasingly clever tweaks to the "shrink" algorithm, but IMHO the
most important thing is to get something in there that works.
