The bit you quoted has nothing to do with backwards compatibility.  It
just says that extensions can change any aspect of Mercurial
functionality.  You are proposing a change to an extension that breaks
the user interface of that extension in a backwards-incompatible way.

Anyways, Matt's post was clear enough, right?
