[issue2145] Problem with Japanese Folder

Hi Mercurial team,

I am using HG v1.5.1 (bundled with TortoiseHG v1.0.1). My system is Windows 
7 Ultimate 64bit, 6Gb RAM.

I have a problem with a Japanese (I think) folder inside a repository.

When I do an hg add, it tells me:
abort: The filename, directory name, or volume label syntax is incorrect: 
C:\test\??????

You can reproduce instantly creating a new repository, uncompressing the 
attached file inside, and try an hg add command.

If doing from TortoiseHg, the commit dialog waits forever, and when I close 
it the same error shows (with more info from the hgtk library)
