[issue2152] Add a PYTHONPATH option for hooks

I'd like to propose a new PYTHONPATH option for hooks in hgrc. This would be
more convenient (or even necessary at Windows, according to
http://www.selenic.com/pipermail/mercurial/2010-April/031631.html) than
having to set it beforehand in the environment.
