Does anyone remember why the fix to make 00changelog sort after the
other revlogs was not included in the store layout change?

The plan was to have:
.hg/store/
            data/<filelogs>
            meta/00manifest.{i,d}
            meta/99changelog.{i,d}

Or maybe we could add the symlinks now for new repo?
