[issue2161] tag command need same behaviour as commit on message

Hallow.
whaen i tag my release, hg create new release and assign it default commit
message. i can override it by -m switch. but it is problem if i need type
big multiline message. 
imho, it would be nice to add some switch to allow invoke editor for comment
message, like commit command do.
