I believe it's provided for all core commands that take a repository argument, and not for commands provided by extensions.

AFAICT the necessary infrastructure isn't there; in order for this to work, extensions would have to be able to provide a global command, and be able to intercept and modify the arguments given to whatever command function is called.
Still, I agree that it would be a useful feature :)
