http://selenic.com/hg is the official and most stable repo, but your 
patch will probably be committed through 
http://hg.intevation.org/mercurial/crew , so basing your work on that 
could be a good idea.

It will be a new feature, so it can't go to the stable branch but should 
be made in the default branch.
