[PATCH 0 of 2] [resend] transplant: update transplants file when a new changegroup arrives

This is a resend, this time with test.

I am not sure if overriding ui.configitems() is the right way of
adding a hook in an extension, or if adding that hook is even the
right way of reacting to a changegroup.
