[PATCH 0 of 1] patch: generate .rej wihtout eol adaptation (revised)

This patch fix the issue of generating incorrect .rej file having CRCRLF.

Please read the description of patch for detail.

I got the issue by using mq on Windows (CRLF files) with eol
extension which force patch.eol=auto on loading.
But this is not platform dependent issue.

Also the test is added in test-mq-eol.t because it uses mq to
reproduce.
