Your script contains:

>>    dir,file=r"\\tcpkal\downloads","test_links.txt"

That path is a UNC path, aka "windows share".

"downloads" is the share name on server "tcpkal"  [1]

It can be served by a windows computer or by samba [2] or by whatver
piece of software which implements the server side of the CIFS/SMB
protocol stack.
