[issue2020] Setting or clearing file "executable bit"

On Unix systems the executable bit is used to mark files such as ./
configure to build the project.

Working on Windows with TortoiseHg 0.9 I have found no way to set or clear 
this bit on a per file basis.

The net result is that the project that I'm working on requires additional 
effort to Linux and Mac users in order to compile it themself.

For multiplatform projects it's vital having the ability to set or clear 
this flag, so I hope that TortoiseHg will add this capability ASAP.

I've submitted this request to the TortoiseHg BTS, and I've receipt this 
comment:

"Mercurial does not support this on Windows, as far as I know. This needs 
to be an enhancement request in the Mercurial BTS"
