1.5 code freeze started

Ok, the code freeze begins now. I've merged default into stable - all
changes until the release should be pushed to the stable branch. Code
freeze (ie normal stable rules) now apply.

Also, everyone should be testing the upcoming release. If you report a
regression, you'll be entered into the t-shirt contest pool.

One exception to this is the known behavior change to hg heads, which is
now branch-oriented. Hopefully that won't cause too many problems.

Lastly, I'm going to be on vacation for the next couple weeks. During
that time, crew will be automatically pulled into main, so crew folks
should be extra-careful with their commits. Barring any disasters, the
release will happen when I get back, which will be around Mar 3.
