[issue1970] Bad library.zip in the 1.4.1 binary distribution for windows

The binary download of 1.4.1 for windows has a bad library.zip 
After installing Mercurial if I try to open the zip file, Windows reports it
as invalid. 

(I also tried jar -tvf library.zip and found that the command fails to list
the archive's files).
