[issue2227] sync main with remote does NOT grab new subrepos from remote

Sync main with remote does NOT grab new subrepos from remote.
.hgsub in main is updated from remote, but because new subrepos in remote is
not grabbed, it leaves the the main failed to sync completely.

Suggested fixing:
(1) Sync should be conducted from bottom to top, from subrepos to main.
(2) Clone process should be trigged when there are new subrepos in the remote.
