Contract for fixing annotate to deal with merges

Mozilla would be interested in paying someone a "reasonable amount" of
money to work on annotate dealing properly with merges (i.e.
issue1327-like dissimilarities between linearity of filelog and actual
changelog graph).

Anyone interested? Let me know and I'll pass you through. Matt can
provide a brain dump of what needs to be done.
