Perfarce extension for 1.6

I'm still -0.5 on inclusion of this (in part selfishly):
 * It's not an extension with very wide utility (hgsubversion is
probably more generally useful, but mpm has made it reasonably clear
that'll never be in-tree, with very reasonable justifications that I
freely accept)
 * Including this in-tree makes hgsubversion and hg-git look like
they're "second class" compared to perfarce, which (IMO) is an unfair
position
 * I suspect most of the hg crew/contributors have no way to run tests
on this, so it'll likely break often despite us "supporting" it.

I don't understand your drive to get this in-tree. What's the burning
need to ship this with Mercurial instead of making it easy to install
after the fact?
